Since its establishment, the Japan International Cooperation Agency (JICA) has been facilitating development of various capacities in partner countries as one of implementing bodies of the official development assistance program of the Government of Japan.

While JICA organize a variety of technical cooperation programs, its training and dialogue programs offer opportunities to those organizations of partner countries which intend to enhance knowledge or skill of key personnel with strategic assignments or trainers who would train others. Besides those human capacities development, the program could meet needs of those organizations which intend to enhance their own organizational capacities through improvement of rules and regulation as well as social capacities through reform of policies and institutions under their jurisdiction.

In each program, participants dispatched by their respective organizations would be exposed to practical knowledge and experiences of leading organizations and individuals in Japan through a series of lectures, workshops and sight visits. They also have a chance to share knowledge and experiences with participants from other countries. As a result, each organization is expected to acquire or create knowledge which would be subsequently put into its own contexts to achieve a specific objective.

This program is offered to those organizations which intend to improve the quality of their services related to the sports for persons with disabilities and to expand opportunities of disabled persons’ participation in a social life in participating countries.

Participants shall have opportunities in Japan to examine roles of sports for persons with disabilities to increase opportunities of their participation in social life, and analyze problems, issues of and countermeasures for the sports for PWD in their own countries; to identify problems, issues and objectives in their respective countries in their efforts to promote sports for PWD from the viewpoint of public and institutional awareness as well as management of sports center; and to create a plan for improving services of their organization (action plan) with a view to expand disabled persons’ opportunities to be part of society, among others. It is also envisioned that the program would serve the cause of mutual collaboration among participating countries and in Japan in the area of knowledge sharing.

1. BACKGROUND
  1. The majority of persons with disabilities whose number is estimated 6-700millions in the world are deprived of their social opportunity
  2. 60% of persons with disabilities live in developing countries, where they may represent approximately 20 % of the poor. So they are in an extremely difficult situation which can be attributable to two causes, policies/systems aspect such as lack of employment for them and deprivation of their rights and social aspect (lack of social integration) such as prejudice or discrimination against them.
  3. The support for persons with disabilities requires efforts in wide ranging aspects. It is indispensable to support activities aiming at social integration of disabled persons in parallel with improvement of institutional aspect. Giving an opportunity to participate in recreational /cultural activities such as sports to disabled persons is not only preferable from the point of view of their health promotion and of improvement of quality of their life, but also extremely important because these activities may not only motivate them to participate in a social life, but also promote sensitizing the public in the society. In terms of type of sports, the competitive sports are not appropriate, but the preferable sports are those which enable as many persons with disabilities as possible to join or to play together with non-disabled people.
  4. As mentioned above, it is necessary to promote disabled sports in developing countries and to support activities aiming to encourage disabled persons to participate in a social life by training managerial persons in facilities for disabled sports.

8 CONDITIONS AND PROCEDURE FOR APPLICATION
1) QUALIFICATIONS OF APPLICANTS
  1. Present position, assignment:
    Managerial-level persons in organizations related to sports for PWD (including disabled people’s organizations) or persons in management post with more than 5 years of experience who are expected to contribute to the promotion of social participation of disabled people in their own countries
  2. Occupational Background:
    have more than 5 years of experience in a rehabilitation for persons with disabilities
  3. Age: 30 -45 years of age, in principle,
  4. Others: Applicants with physical impairment must be able to participate in all practice sessions of sports. As the schedule of this course includes a lot of sports practice, pregnancy is regarded as a disqualifying condition for participation in this training course.
  2)PROCEDURE FOR APPLICATION
  1. Governments desiring to nominate applicants for the Core phase in Japan should fill in and forward one (1) original and three (3) copies of the Nomination Form (Form A2A3) for each applicant, to a JICA office (or an Embassy of Japan) by July 27, 2005.
  2. The JICA office (or Embassy of Japan) will inform the applying government of acceptance or non-acceptance of a nominee’s application no later than August 27, 2005.
  3. Preparation of the Inception Report Before coming to Japan, participants are required to write an Inception Report (detailed information is provided in the Annex 3) in order to make it easy to develop mutual discussions, which are scheduled for the Inception Report Presentation Session. The Inception Report should be sent to JICA or the Japan International Cooperation Center by August 1, 2005, preferably by e-mail to jicatic-jice@jica.go.jp. Each participant will be given 30 minutes for his/her presentation and 10 minutes for questions and answers. At this time, an OHP and PowerPoint 2000 are available to assist in giving the presentations.
  3. OTHER MATTERSF
1) A PRE-DEPARTURE ORIENTATION
A pre-departure orientation will be held at JICA overseas offices (or Embassies of Japan) to provide the selected candidates with details on travel to Japan, conditions of the1st Phase in Japan, and other matters. Participants will see a video “Training in Japan,” and receive a textbook and cassette tape, “Simple Conversation in Japanese.” A brochure, the KENSHU-IN GUIDE BOOK, will be handed to each selected candidate before (or at the time of) the orientation.
  2) ATTENTION Participants are required:

  1. not to change the subject of the Core Phase in Japan or extend the period of the Core Phase in Japan,
  2. not to bring with them any members of their family,
  3. to return to their home countries at the end of the Core Phase in Japan according to the international travel schedule designated by JICA,
  4. to refrain from engaging in political activities or any form of employment for profit or gain, and
  5. to observe the rules and regulations of their place of accommodation and not to change the accommodations designated by JICA. (Participants who have successfully completed the First Phase will be awarded a certificate by JICA.)
