Background of the organization
Area Vocational Rehabilitation Center II (AVRC II) is a government facility under the umbrella of the Department of Social Welfare and Development which provides vocational rehabilitation, social rehabilitation as well as placement services to Persons with Disability. As per experience by our placement officer only few can go into open labor employment thus establishing workshop will expand employment opportunity to Persons with Disability
Problems
- High unemployment rate
- Less chances for Persons with Disabilities to engaged in open labor employment
- Lacks technical / manpower support
- Lacks financial support
Solution
- Have good networking with JICA, other co-participants in the course, other government agencies, non-government organizations, organization of persons with disabilities
- Establish workshops
Goal
All Persons with Disabilities in Cebu are employed , live independently and enjoy their quality of life
Methodology
- Networking with JICA, other government agencies, non-government organizations, foreign donors for possible financial support, technical and manpower support
- Conducting awareness meeting of the staff and Persons with Disabilities to have a group discussion on how this project is going on

Management and operation of a sheltered workshop and independent living center
- Center needs financial support or it must be subsidized otherwise operation will not be successful.
- At least more than half of the board members are Persons with Disabilities
- Management of the workshop must be Persons with Disabilities which is a very good strategy
- There must be a concrete or clear financial statement
- Workers of the workshop has a good atmosphere if it is mixed with non persons with disabilities
- Creates an atmosphere of integration in the society
- Creates social, vocational and employment of Persons with Disabilities
job coach system
- As per information from Mr. Korogi job coaches undergo 9 days training on job coaching
- Job coach activities provides adaptation to work environment such as employers knowledge on the work attitude of PWD, needs of PWD such assistive devices in doing the job, provision of sign language session to co-workers of PWD to provide good working relationship
- Job coaching is very effective for our PWDs who want to work in open labor employment
- Every vocational rehabilitation center has job coach
Job counseling
- Job counselor is found at Public Employment Security Office (PESO) who guides Persons with Disability who wants to go into open labor employment. In my case our organization will contact PESO in the different towns and cities if we have PWD trainees who is ready for open labor employment
Proposal writing
- Learn how to search donors, match donors aims with our project needs
- How to write concrete, precise and clear proposal
- How to write project plan
Project Cycle Management Planning
- Learn how to identify cause and effect of the problem as well as the ways and means to cope or solve the problem
- Understanding the importance of project cycle management to have a good and successful project
- Cycle management includes planning, implementation and evaluation and then plan again with recommendation, implement and evaluate
Fund raising
- Putting of donation box to different stores
- I think in our case we can also have selling of raffle ticket
