Since its establishment, the Japan International Cooperation Agency (JICA) has been facilitating development of various capacities in partner countries as one of implementing bodies of the official development assistance program of the Government of Japan. While JICA organizes a variety of technical cooperation programs, its training and dialogue programs offer opportunity to those organizations of partner countries which intend to enhance knowledge or skill of key personnel with strategic assignments or trainers who would train others. Besides those human capacities development, the program could meet needs of those organizations which intend to enhance their own organizational capacities through improvement of rules and regulation as well as social capacities through reform of policies and institutions under their jurisdiction. In each program, participants dispatched by their respective organizations would be exposed to practical knowledge and experiences of leading organizations and individuals in Japan through a series of lectures, workshops and site visits. They also have a chance to share knowledge and experiences with participants from other countries. As a result, each organization is expected to acquire or create knowledge which would be subsequently put into its own contexts to achieve a specific objective. This program is aimed to empower persons with disabilities and their respective Disabled Persons’ Organizations to help promote the persons’ participation in society.
Participants shall have opportunities in Japan to clarify problems that lie in the relationship between the disabled people’s movement and their government, by studying the history of the disabled people’s movement and that of changes in government policies for persons with disabilities in Japan, to know the details of activities and movements concerning human rights through Japanese case studies to reaffirm the significance of raising awareness about human rights and protection activities, to learn skills and details of support activities and services provided by persons with disabilities to other persons with disabilities, to develop a feasible action plan by the end of the course and report it after 6 months of the course. It is also envisioned that the program would serve the cause of mutual collaboration among participating countries and Japan in the area of knowledge sharing.

1. | BACKGROUND |
Majority of the persons with disabilities, whose number is estimated 6-700 million in the world, are deprived of various social opportunities,approximately twenty percent (20%) of the poorest of the poor in developing countries are said to be the persons with disabilities. The situations surrounding PWDs in developing countries are very severe, which stems from the following two factors; 1) institutional aspect such as lack of employment opportunities and deprivation of their right, 2) social aspect (lack of social integration.) such as prejudice and discrimination. The issue of the supporting PWDs requires extensive efforts Soit is important to support their activities for social integration along with institutional improvement. The movement by PWDs themselvesincluding their organizations and families are one of the indispensable elements. Therefore, fostering leaders of PWDs is essential for tackling the issue. Taking the above-mentioned viewpoints into consideration, it is at mostimportant to give a support for the empowerment of PWDs, their familiesand organizations through nurturing leaders of PWDs. |

3) OTHER MATTERS: (1) A PRE-DEPARTURE ORIENTATION | A pre-departure orientation will be held at JICA overseas offices (or Embassies of Japan) to provide the selected candidates with details on travel to Japan, conditions of the 1st Phase in Japan, and other matters. Participants will see a video “Training in Japan,” and receive a Resource books &hand book and cassette tape, “Simple Conversation in Japanese.” A brochure, the KENSHU-IN GUIDE BOOK, will be handed to each selected candidate before (or at the time of) the orientation. | |
(2) ATTENTION |
Participants are required: 1. not to change the subject of the 1st Phase in Japan or extend the periodof the 1st Phase in Japan, 2. not to bring with them any members of their family, 3. to return to their home countries at the end of the 1st Phase in Japan according to the international travel schedule designated by JICA, 4. to refrain from engaging in political activities or any form of employment for profit or gain, and 5. to observe the rules and regulations of their place of accommodation and not to change the accommodations designated by JICA. (Participants who have successfully completed the 1st Phase will be awarded a certificate by JICA.) |
3. Curriculum
Curriculum is subject to change.
The following major subjects will be covered in the course.(Please note that this is a provisional curriculum.)
(1) Mutual understanding amongst the participants and the Japanese personnel.
Purpose: To establish understanding of the present status of persons with disabilities, services in their respective countries, and their fields of activities.
(a) Personal Report / Inception Report Presentation * The Inception Report submitted by every selected participant will be distributed to all participants and persons relevant to the program
* The participants will be asked to make a 20-minute presentation based on their personal history and disability movement they are involved in.
(b) Leadership Skills Training through participatory methods
(2) Japan’s welfare system and services for persons with disabilities, and their lifestyles.
Purpose: To understand current situation and challenges encompassing persons with disabilities in Japan, through lectures and interactions with persons with disabilities.
(3) Individual Program
Purpose: To broaden knowledge and create a better understanding of the participants’ interests.
– Center for independent living – Organization of/for persons with hearing impairment – Organization of/for persons with visual impairment – Organization of/for persons with physical disabilities (limb/trunk) – Rehabilitation centre – Sheltered workshop
*Questionnaire (Annex I) contains questions on your interest concerning the individual training institution during the program, so please be sure to fill out the form.
(4) Acquiring the skills for Project Planning, Framing, and Project Writing.
Purpose: To acquire the necessary skills for project planning in their own countries by making use of the knowledge obtained through the program.
– Introduction of Japanese Government’s assistance to meet the diverse needs of developing countries – Lecture on planning / framing method
– Introduction of JICA Follow-up Cooperation for ex-participants
(5) Wrap-up – Self-evaluation by each participant of their performance during the course period – Preparation and presentation of each participant’s project planning
– Evaluation of the whole program and closing ceremony
